Answer:
They were the only countries out of 173 studied that didn't guarantee any paid leave for mothers. Among the 168 countries that do, 98 offer 14 or more weeks of paid leave.

That is a sad commentary. I find it disheartening when those who mean so very much to the future, growth and security of our nation are not recognized as such with job security, fair wages and benefits. How a country treats those people -- mothers, fathers, caregivers, teachers, firemen, police officers, etc. -- is a mark of its true greatness, or lack thereof.
